There simply aren't enough top-notch senior engineers to go around, and even if you hire one, they're prone to leaving as the world is their oyster. They're then surprised when those engineers quickly leave, deepening their belief that it's not worth it raising juniors. They'll hire junior engineers and proceed to give them 0 support, hoping that they'll miraculously become senior without any guidance.
